基金會設立緣起
臺灣過去五十多年來由於各項產業成長,促成經濟的快速發展,同時也為我國累積了為數可觀的外匯,舉世注目。其中扮演執牛耳角色的電子工業居功厥偉,而影響最深遠莫過於積體電路計畫的推動。五十多年前一位海外學人潘文淵博士為臺灣草擬積體電路發展計畫,獲得當時經濟部長孫運璿先生大力支持,方使今日臺灣的電子工業得以蓬勃發展。
正當台灣八吋晶圓蓬勃發展之際,潘文淵先生卻於1995年1月悄然離開人間。 潘公生前時刻不忘微電子、積體電路與個人電腦工業以及其他相關科技在臺灣的發展,為了感念 潘公對我國電子工業的貢獻及對華裔子弟科技教育的關懷,爰經由工業技術研究院電子工業研究所(ERSO)、美洲技術顧問團(TAC)及產業界相關先進共同發起,踴躍捐款成立「財團法人潘文淵文教基金會」(以下簡稱本會),務期 潘文淵先生開創臺灣新興產業持續研發創新與精進的精神,及其關懷我國電子工業發展,培養並給予年輕人機會的胸襟能夠長存人間。
Profile of the Pan Wen Yuan Foundation
Taiwan’s rapid economic development over the past five decades has attracted worldwide attention, with the electronics industry—particularly the integrated circuits (IC) sector—playing a pivotal role in this transformation.
Among the pioneers of Taiwan’s IC industry, Dr. Pan Wen-Yuan stands out as a visionary leader. An accomplished engineer and scientist with a distinguished career in the United States, Dr. Pan proposed a development plan for Taiwan’s semiconductor industry and worked tirelessly to promote it. With the strong support of Sun Yun-Suan, then Minister of Economic Affairs, Taiwan’s IC industry was launched in the mid-1970s. Throughout the industry’s evolution, Dr. Pan continued to offer invaluable guidance and encouragement.
To honor Dr. Pan’s profound contributions and to carry forward his vision for technological innovation and education, the Electronics Research and Service Organization (ERSO) and the Technical Advisory Committee of the Industrial Technology Research Institute (ITRI), together with leaders from industry, jointly established the Pan Wen Yuan Foundation in 1996.
The Foundation promotes technological advancement and recognizes outstanding contributions to Taiwan’s electronics and semiconductor industries. Having been honored as an Outstanding Foundation by the Ministry of Education in recent years, the Foundation celebrates its 30th anniversary in 2026, marking three decades of dedication to advancing Taiwan’s technology community and honoring the legacy of Dr. Pan Wen-Yuan.
